China – Russia Compact: rival or complement provider of global security?

China and Russia are developing efforts to guarantee the control of internal and external threats to their territories. The diplomatic rapprochement between these two countries has increasingly impacted international security. Some Western powers see this strategic compact as a rival to the policies of the USA/Europe NATO Alliance. But the formal discourse of China and Russia is based on a perspective of dialogue and of a strategy to provide global security. Can China – Russia compact function as a tool for rivalry or as an instrument to provide more security to the world and to Europe continent? In order to answer this question, we are developing research about the international role of the China – Russia compact in global security. This work is still a work in progress, which started with the analysis of literature and with the study of official discourse from China and Russia, as well from the organization in which they both are founders, SCO – Shanghai Cooperation Organization.
